The span of Configuration control begins for the Government once
the first configuration document is approved and baselined. This
normally occurs when the functional configuration baseline (referred
to as the requirements baseline in EIA/IS-649) is established for
a system or configuration item. Configuration control is an essential discipline
throughout the program life cycle.
Traditional change control board
The relative importance of any particular feature may not be what you thought after you implement some and learn more about your needs. The CCB is comprised of representatives who oversee, propose and review proposed software releases and property requirements. Create a configuration management practice that will provide ongoing value to the organization. In these cases, an Emergency Change Advisory Board (eCAB) can be formed as a temporary subset of the routine CAB. The eCAB may include some or all individuals from the CAB, and this group will meet outside the normal schedule to review the necessary emergency change(s). The process in which the Change Control Board determines when and if a series of changes should be made is two fold. Significant changes that will in fact affect baselines are almost always put through the CCB for approval. In addition, the process
makes affected parties aware that a change is being developed and
enables them to provide pertinent input.
Figure 6-1 illustrates
a top-level activity model of the configuration control process. It shows the configuration control process divided into three segments,
which are detailed in Figures 6-2, 6-3 and 6-4, respectively. Configuration change controls for organizational information systems involve the systematic proposal, justification, implementation, testing, review, and disposition of changes to the systems, including system upgrades and modifications.
Typical processes for managing configuration changes to information systems include, for example, Configuration Control Boards that approve proposed changes to systems. For new development information systems or systems undergoing major upgrades, organizations consider including representatives from development organizations on the Configuration Control Boards. Auditing of changes includes activities before and after changes are made to organizational information systems and the auditing activities required to implement such changes.

Figure 6-4 models the third segment of Figure 6-1,
covering the portion of the process concerned with Government review
and disposition of contractor submitted ECPs and RFDs. The CCB then
reviews the proposal and the implementation commitments and either
approves or disapproves them in accordance with the procuring activity’s
policy. As a result of the CCB decision, implementing direction
is given, typically in the form of a CCB directive. Actions directed
by the CCB include both contractual actions and tasking orders for
Government activities, as applicable.

Information in the logbooks should include detailed information when a problem is encountered. What was the white-wire configuration of the board at the time of the test? What system settings or specific sequence of events seem to affect the occurrence of the problem? Appropriate evaluation criteria should be developed in the CM Plan and applied according to the scope and tier of the Architectural Description effort. The evaluation criteria must include factors that test compliance with the Net-Centric Reference Architectures and the DoD IE as outlined in Section 3.0 of the DoDAF and the Net-Centric Guidance contained in Volume 2. The results of architecture evaluations should be used to guide decisions for approving proposed changes, as well as in planning future extensions or updates to the Architectural Description.
